There are some good news and some not so good news for this very popular program in Delaware:

The Green Energy Fund ARRA Relief Program was created with funds from the American Recovery and Reinvestment Act (ARRA). This relief fund created a way to shorten the wait times of applicants for Solar Grants under the State of Delaware initiative to provided incentives to individuals who install photovoltaic, and other renewable energy projects.

As of August 5th 2011, the Delaware Energy Office has re-launched the ARRA Relief Program. Like the original program, the ARRA Relief Program incentives take the place of the utility program incentives that the applicant would normally apply for through the Green Energy Program. Applicants will not be able to receive funding from both the ARRA Relief Program and the traditional Green Energy Fund programs.

Summary of key changes to Delaware's Green Energy Fund / Relief Program:

  • All Delaware property owners are eligible for participation – regardless of their utility company’s participation status with the Green Energy Program. This is particularly interesting for municipalities Clayton, Smyrna, Seaford, and New Castle, which were not eligible for any state grants until now.
  • Non-Residential projects are eligible for funding if the projects meet federal Recovery Act requirements
  • Applicants that have already been approved under a previous incentive level structure may still claim an accelerated grant payment for the original approval amount if it provides them a larger incentive award.
  • All applicants are eligible for the same incentive level – municipal residents with percentage based grant calculations can still claim that incentive level through the Relief Program if it provides a higher grant award.
    This potentially a very big change. It will affect Lewes, Milford, Newark, and Middletown municipal electric customers.


Don't forget: Applications must be submitted by November 1, 2011 and all stages of project installation including final paperwork must be submitted to the Delaware Energy Office by March 1, 2012.
